On November 2 the U.S. Fish and Wildlife Service announced the availability of a draft guidance document issued to promote implementation of a mitigation crediting system for the recovery of endangered species. The program calls for a net conservation benefit to impacted endangered species. The USFWS is currently accepting comments on the proposal of recovery credits until December 3, of 2007.
